The Board of Directors for Southern Illinois Power Cooperative (SIPC) is seeking a proven leader to serve as the cooperative’s next President & Chief Executive Officer (CEO). A vacancy in this position will be created when the current President/CEO retires in January 2027. The tentative start date for SIPC’s next President/CEO is January 1, 2027.

POSITION OVERVIEW

The Chief Executive Officer (CEO) serves as the strategic and operational leader of SIPC, overseeing generation and transmission assets, financial performance, regulatory compliance, and long-term organizational planning.  This role is responsible for ensuring reliable, cost-effective power generation while balancing operational excellence, member value, and environmental stewardship. The ideal candidate brings extensive experience in thermal generation, strong leadership capabilities, and a deep understanding of cooperative governance and culture.

QUALIFICATIONS

Required

  • 10+ years of leadership experience in power generation or utility operations
  • Proven success managing large‑scale facilities or business units
  • Strong technical understanding of coal‑fired generation systems and grid operations
  • Demonstrated financial leadership, safety focused, proven team-building skills, exceptional communication skills and experience working with regulatory agencies and compliance frameworks
  • Bachelor’s degree in Engineering, Accounting, Business, Energy Management, or related fields

Preferred

  • Experience in the electric cooperative sector (G&T or distribution)
  • Advanced degree (MBA, MS Engineering, Energy Systems, or related discipline)
  • Familiarity with union environments and large workforce management
  • Background in public‑utility operations or cooperative governance

ABOUT SIPC

Southern Illinois Power Cooperative is a member‑owned generation and transmission cooperative headquartered in Marion, IL. SIPC provides wholesale electric power to its member distribution cooperatives across southern Illinois, supporting rural communities, local economies, and essential infrastructure. SIPC member cooperatives provide electricity to over 90,000 member-owners, primarily residential and agricultural, with some industrial loads. SIPC operates a diversified generation portfolio, including a coal‑fired power station located on Lake of Egypt.

This CEO role is central to ensuring reliable, affordable, and responsibly managed power for the cooperative’s members while navigating the evolving energy landscape.

The President & Chief Executive Officer (CEO) is a direct report to the Southern Illinois Power Cooperative (SIPC) Board of Directors and supervises six direct reports including Vice President Power Supply, Vice President Markets & Power Delivery, Vice President Administration & Finance, Director of Environmental & Legislative Services, Manager of Human Resources, and Manager of Generation & Fuel Services. SIPC employs 79 personnel.

SIPC’s Board of Directors is comprised of 28 Directors, including a distribution manager and three Directors from each of the seven member-owner distribution cooperatives.


KEY RESPONSIBILITIES OF PRESIDENT/CEO

Strategic Leadership

  • Develop and execute long-term strategies aligned with SIPC’s mission and member-owner priorities.
  • Lead resource planning initiatives, including plant optimization, emissions reduction, and generation portfolio diversification.
  • Partner closely with the Board of Directors to provide strategic guidance, operational updates, and risk management oversight.
  • Represent SIPC within regional power markets, cooperative associations, and industry organizations.

Operations & Reliability

  • Oversee safe, reliable, and efficient operation of SIPC’s generation and transmission facilities and supporting assets.
  • Drive performance improvements in reliability, equipment efficiency, and operational optimization.
  • Advance technology integration, including predictive maintenance and digital monitoring systems.
  • Manage fuel procurement, transportation logistics, and supplier partnerships.

Regulatory & Environmental Compliance

  • Ensure compliance with OSHA, NERC, FERC, and all applicable environmental and safety regulations.
  • Lead environmental initiatives related to emissions controls, ash handling, water management, and reporting.
  • Monitor regulatory developments and implement proactive compliance and risk mitigation strategies.

Financial & Business Management

  • Direct budgeting, forecasting, capital planning, and overall financial performance.
  • Continue to achieve superior compliance in annual financial audits, annual rating agency evaluations, quarterly and annual financial compliance performance and reporting to RUS, financial lending institutions and SIPC’s indenture trustee.
  • Oversee major capital projects, modernization efforts, and environmental upgrades.
  • Collaborate with member cooperatives to support stable and predictable wholesale power rates.

Leadership & Culture

  • Lead and develop a diverse workforce across operations, engineering, maintenance, and administration.
  • Promote a strong safety culture focused on operational excellence and workforce accountability.
  • Support succession planning, leadership development, and long-term workforce stability.
  • Serve as the primary representative to member cooperatives, regulators, community leaders, and industry stakeholders.


PRESIDENT/CEO POSITION BENEFITS

SIPC offers a comprehensive high-deductible health plan (HDHP); a health savings account (HSA) with family and single coverage options; post-retirement health insurance benefits; long-term disability; group life insurance; and the NRECA Retirement & Savings plan paid 100% by SIPC. Pension offerings also include a 401K plan with 3% non-matching and 4% discretionary matching. SIPC has made a major contribution to the economic wellbeing of the 29-county region in southern Illinois known as “Little Egypt”. SIPC is located on the shores of the Lake of Egypt, a 2,300-acre lake located in Marion, Illinois with 93 miles of shoreline developed and owned by SIPC for plant cooling water.  Southern Illinois is a nature destination, comprised of rolling hills, dense forests and charming historical towns, yet less than a two-hour drive from a major airport or larger city.

Competitive salary commensurate with experience and qualifications.

Salary range:     $400,000 – $600,000
